A Army study of 18 year olds unused for induction asks if high draft rejection rates reflect poor medical care. From July to December last year 45 percent of 183 535 examined were unqualified. Mental test failures rose 55 percent vs 35 percent for physicals. 4.4 percent failed both tests and 2 percent were rejected for moral reasons. State results show wide variation. In Oregon 1.9 percent failed the mental test while in South Carolina 46.8 percent did.
The Soil Conservation Service reported that in 14 states from Virginia to Texas, 43 percent of cropland remains subject to soil losses from water and wind erosion, compared with 49 percent nationwide. It noted notable progress in the Southeast stabilizing land.
