Health program could save state more than its cost

The Texas State Department of Health argues the state could appropriate one million dollars annually for a comprehensive school health program at no net cost to the state. Savings come from reduced repeaters in public schools, with about 289,232 repeaters among 1,071,000 elementary students. Estimated annual instructional cost per child is $45, and eliminating these repeaters could free substantial funds, potentially retiring the general fund deficit in three years.
