Tax cut promises tied to government spending and growth
In 1954 the Administration promised tax cuts for 1955 or 1956 as spending was trimmed. In 1955 officials shifted the hope to tax cuts for 1956 or 1957, arguing the expanding economy would generate the needed revenue.
Tax policy outlook and rail industry spending trends
The 1950s saw strong growth with tax revenue rising from 60 to 70 billion dollars. Budget officials project a 74 billion dollar revenue next year and discuss possible tax cuts only if spending stays between 70 and 72 billion. Railroads have invested 12 billion since WWII with 1.3 billion in 1956. Fifty three cents of every philanthropy dollar goes to religious groups.
