A Fort Worth miller says the CCC shipped 80,000,000 bushels from Galveston last year and the new rule guts Texas and Oklahoma this season, pushing some farmers toward black market buyers at up to 3 dollars a bushel while ceilings cap payments at 1.75. An amendment requires sellers to move half of any delivered wheat within 15 days if stored.
