G P Webb and Frank Thompson urged limiting powers of a proposed county road superintendent to protect the Commissioners' Court authority. J J Loy noted plans must be submitted to the court for major projects, altering the engineer's role in construction and material purchases. The court approved hiring road foremen per precinct to report to the county engineer rather than to individual commissioners.
