Constitutional Amendment Threat to Texas Municipal Authority
The Texas Municipal League warns a proposed trial de novo amendment could force appeals to district court for city decisions, risking one third to one half tax increases and endless litigation. It could place major local decisions under state court review and erode city control over zoning health rules hiring and dog licenses. Local taxpayers would bear the burden of uncertain finality on routine city acts.

Tax ruling won’t halt Texas sales tax payments
State Comptroller Robert S. Calvert warns merchants may stop paying after a court ruling on the 2 percent gross receipts tax but says no change until final decision. He seeks guidance for low priced items before October payments. Senator Parkhouse expects a new sales tax bill in January to enable needed changes. The district court ruling limited tax on items under 25 cents, potentially cutting state revenues, as the state appeals. Calvert had projected a 319 million dollar yield from the tax.
