The Draft's Real Result Under Gen Fry Report
The report to the U S Secretary of War dated the 19th instant states that from 150 drawn for 100 needed only 24 remain in service after deductions. It argues 120 reported, 80 percent excused for physical, 30 percent under second section, leaving 40 percent. One third of 24 went in person, two thirds supplied substitutes. Result: 8,000 conscripts from 150,000 drawn. The piece criticizes administration foresight and suggests 700,000 drawn would be needed for 300,000 conscripts.
