Eighth Report on Sugar and Coffee Planting Relief
The committee finds great distress in British colonies dependent on sugar and coffee planting. Emancipation without labour protection raised wages. 1846 duty changes harmed production. Abandonment rises, risking higher sugar prices and slave trade. Recommends six year 10s differential duty to avert estate abandonment and buy time for relief measures. May 29, 1848.
