Complete Plans for Fourth Liberty Loan Campaign
Four plans for handling Waterloo’s fourth liberty loan were announced by M Bowman, commander of the Service League. An allotment plan will be used. cards showing each person’s allotment will be mailed this week. If the amount is too large or the person cannot meet it, they will be advised to appeal to the board of Equalization at the Y.M.C.A. next week. Complaints must be filed before adjournment. When cards are signed, the person agrees to buy bonds for the allotted amount. Refusals by those able to pay will be handled by the court of appeals, public opinion likely preventing such a stance. The four minute men will help prepare the public, with plans to appear in local theaters starting next Saturday.
