Waterloo street dept fights sprawling maintenance with twelve men

In Waterloo, street and sewer work stretches across 209 miles of dirt streets, 76 miles paved, 42 miles of alleys, and 95 miles of sewers. Street commissioner Harvey Will leads 12 workers who patch holes, grade dirt and cinders, and haul dirt, while farmers provide horse power for by road repairs.
