E. J. Wenner, county attorney, told Cedar Rapids judges that Iowa’s indeterminate parole has often failed to deter crime. He cited cases where parole from the bench led to repeated offenses and urged cautious, sparing use while supporting training-school commitments.
The account recalls a county attorney’s grand jury and trial of two youths for breaking and entering and theft. Both were convicted and sent to the reformatory. one offender, paroled shortly after, caused repeated placement issues and later involvement in alleged auto theft schemes.
