Coolidge Adopts Navy Plan Emphasizing Air Limits

President Coolidge signals acceptance of the navy board’s view that air power cannot overturn battleship dominance at sea. He proposes a 36 million dollar naval program for modernization and new ships, trimming the board’s suggested six battleships to three, and endorsing the rapid completion of two new aircraft carriers and their planes.

President trims navy ship plan amid new aircraft focus

The president reduces eight 10 000 ton cruisers to two to begin immediately and, fifth in priority, the board backs eliminating submarines and expanding an up to date airplane program. A first year cost of 20 000 is cited for aircraft, with 59 percent in reserve and training planes. The proposal omits laying down three fleet submarines in 1927 and redirects a 23 900 ton carrier toward gun boats for Chinese river patrol work.
