Manufacturers Prepare Bill Sets Death Penalty and Reforms
Des Moines, Feb 3 Special. The Iowa State Manufacturers' association released a draft workers compensation bill differing from the Clarkson plan. It caps death penalty at 2000 dollars, lowers permanent partial disability to 50 percent of wages, and keeps employees bound by nonacceptance rules only if they file. The bill reestablishes contributory negligence, avoids a state insurance system, excludes farm laborers and domestic servants, and creates a Bureau of Industries under a broader Bureau of Labor with five departments to safeguard workers.
