Ballots Circle Permits Out of Voting Machines
Des Moines reports that the party circle returns on the ballot this fall under the thirty eighth general assembly. Special Counsel Davidson says using voting machines with no party fever is permissible but advises equipping machines where possible. Counties without fever equipment may rely on ordinary ballots. missteps could invite mandamus but not invalidate results. Costs estimated at 50 dollars per machine for fever equipment. If machines cannot be upgraded, boards may discontinue use in some precincts or run mixed ballots. Only a quarter of Iowa counties use voting machines, with most using printed ballots. Black Hawk County plans to discard voting devices. 37 precincts lack enough machines for full coverage.
