Chinese Exclusion Talks Abandoned Amid Boycott Fears

The Chinese legation in Washington says there is no plan to take the case to the Supreme Court regarding Chinese excluded or deported under the 1868 treaty. It warns a broader Chinese boycott of American goods could follow if negotiations shift to Peking and the Department of Commerce and Labor pushes its interpretation of the exclusion law. The legation emphasizes treaty, not law, governs relations and indemnity may be sought through official channels. Gen. John Wooster may advise the minister on treaty issues as a Seattle merchant case is investigated.
