The piece argues that traffic growth outpaces rail expansion and terminal capacity. It calls for immediate annual track additions of about 1 percent for five years, plus substantial terminal investment totaling around 5.5 billion dollars, to relieve delays, increase efficiency, and avoid constraining commerce. It notes rising train speeds, larger cars, and higher locomotive power, with a need for widespread facility expansion and decentralization of traffic to ease core city bottlenecks. It cites figures on track, labor, and capital required, and discusses terminal shortages hindering freight and passenger movement.
