Canal Zone Changes Signal New Governors and Officer Promotions
War Department dispatches confirm Lieut. Col. Cheater Harding to succeed Goethals as Canal Zone governor, with Hodges moving to Culebra and Newcomer to river and harbor duties. The fifth increment of the 1911 river and harbor act raises Corps of Engineers to 2b officers, creating vacancies and reshuffles. The article also covers tropical duty debates, medical water purification tests, housing concerns, staff promotions, and logistics for army transports and reserve stock funding.

Use of Big Ships Affirmed by Rear Admiral Watt Before House Committee
Rear Admiral Watt told the House naval affairs committee that big ships and submarines each have vital roles in wartime. He cited successful White submarine operations in European theaters and urged production plans including a 1000 ton submarine with 20 knot speed and long range. He noted trials, wireless towers, and ongoing yard work at Mare Island and New York yards, with tests expected within weeks and a January completion target.
