Can’t Train His Boys Seeks Business Successor

Anton Ostmann a butcher with stalls in the O and Riggs streets markets appeals to the District of Columbia commissioners to permit his two sons aged nearly 4 and 12 to assist in his shop during vacation. He argues training schools cannot replace a real workshop and markets and fears idle youth or deviance if he must wait until 16. He urges a legal interpretation allowing parental instruction of light duties while complying with the child labor law. The corporation counsel suggests testing the issue before the juvenile court to determine if his pork product business falls under mercantile establishment and workshop definitions under the statute. He notes the law currently bans such child labor unless proper certificates are held.
