Navy Prohibits Voluntary Retirement of Lieut Commanders
The Navy Department issued a major order delaying voluntary retirements for lieut commanders this year to hit target numbers. Officers in captains and commanders grades may file under section 8 of the March 3 1899 act, with a confidential process and a board to enforce compulsory retirements if needed. The move follows a push for cross service officer exchanges and tighter secrecy on two new battleship circulars.

Addressing Envelopes Life in New York on a Day
A 1907 New York feature profiles envelope addresses as a steady but low paying occupation. Reported wages range from 75 cents to 2 dollars per thousand addresses, with typical daily outputs around 1,500 to 1,700 envelopes. The piece notes specialized houses and publishers hiring, early morning work, and the peculiar milieu of aging addressees, plus a noir-flavored aside about a Boston editor and a street-side cafe scene.

German Dogs Distinguish Musical Tones in Training Study
Berlin scientist Dr Otto Kahincher reports dogs can distinguish musical tones. In tests using feed and prohibition tones, dogs learned to respond only to the feed tone. After days of short daily lessons with diatonic scales, many dogs detected tone changes and could pick out single tones within chords even trained musicians missed.

Weevy Policeman Captures Mad Dog Then Shoots It Dead
Denver story notes Patrolman Burdette calmly seized a rabid fox terrier by the neck in Mrs Mays 212 East Seventeenth avenue kitchen and fired two shots to end the menace. He described the act as a precise, almost astronomical calculation of the dog’s path with the final fatal shot delivered at close range. Neighbors and officers hailed the maneuver as extraordinary heroism.
