Iowa State Highway Commission director Joseph Coupal Jr. told a legislative committee that $22 million in proposed contract settings will be delayed this year and may not be let until next year due to three federal highway-assistance cuts. He warned that by the mid-1970s the commission’s programs will outgrow resources, risking a $100 million overrun in the 1974 fiscal year. He urged new revenue or revised spending, and called for legal-counsel reforms to stabilize project work.
