A 23 year old custodial worker, Warner Stewart Kelley, was held on rape charges after abducting a 9 year old girl near Waterloo. He appeared in Knoxville VA hospital seeking readmission before Waterloo police transported him back. The girl identified Kelley from pictures and said he abducted and assaulted her, then took her to a motel. Bond was set at 5000 dollars.
