Officials remind residents it is unlawful to burn leaves on blacktop streets and eaves may be burned only in gutters or side ditches. Residues must be cleared from waterways to prevent storm sewer clogs. Drivers should watch for children playing in leaf piles and exercise caution.
Washingtons Community Chest reports 25195 dollars in gifts and pledges to date with residential areas contributing 3415 dollars. Residents urged to give and workers asked to file reports promptly as drives continue.
A Burlington High School male student, backed by Kim Davis and other seniors, fights sex discrimination in the homecoming queen election. The group The Revolutionary Committee to Make High School Relevant contends the contest is a sexually discriminatory popularity contest.
Friday's Fathers of Washington High School football event at Case Field will honor players. Fathers are guests of the school expected to arrive by 7:05 p.m. and attend introductions around 7:15 p.m. before the Washington-Davis County game.
Two rural Decorah youths, Rodney Halverson aged 16 and Ricky Halverson aged 15, were killed while on their way to school when their car collided with a milk truck backing from a farm driveway. The truck was driven by Rodney Gay of Mabel Minnesota, about 11 miles north of Decorah.
Mayor Ralph Martin announces official trick or treat night for October 30 following last year’s smooth plan. After the parade and YMCA program, local groups will sponsor calls while police are alerted to curb vandalism. Citizens band radio operators assist patrols and report issues for city action.
Retail merchants of Washington County are invited to a Monday meeting at 8 p.m. in the Iowa Southern Utilities Co. building to hear Peter Henter of the Iowa Retail Federation and Dan Eldien discuss Senate File 466. The bill concerns credit laws affecting openers, revolving plans, installment, contract purchases, auto financing and small loans. Sponsored by the Retail Merchants Bureau of the Washington Chamber. legislative committee chairs are Charles Goodell and Harold Johnson.
Iowa Revenue Director Donald Briggs urged lawmakers to replace the four year assessment cycle with annual assessments to keep tax payments up to date and ease workload. He argued quick property turnover causes outdated valuations and that one quarter of property could be reassessed each year. Critics warned of potential inequities between areas. Briggs noted current inequities exist and changes would come gradually, while others cited a lack of qualified staff and few firms to handle reassessments.
Daylight Saving Time ends this Sunday returning the lost hour. Officially clocks must be set back one hour at 2 a.m. local time. Arizona Hawaii and Michigan exempt from the Uniform Time Act while Indiana maintains varied observance. A congressional bill would allow more state exemptions for areas tied to other time zones.

Washington Council of Religious Affairs plans the Trick or Treat for UNICEF event on Saturday October 30 from 6 30 p.m. to 4 30 p.m at First Baptist Church. Youth groups will collect for UNICEF with refreshments for participants. Contributions may support antibiotics, seed, vaccines, or milk for children.
Weather forecast indicates tonight will be increasingly southeast with a chance of freezing rain in the extreme northwest. Lows range from the mid 20s in the far northwest to about 40 in the southeast. Friday will be cloudy with cold rain likely most of the day. Highs span from the upper 30s in the northwest to the 40s in the southeast.
President Nixon's planned trip to China, after Jan 1, is not expected to include negotiations to end the Vietnam War. Kissinger said talks with Premier Chou En-lai or broader Indochina issues are unlikely, focusing instead on easing isolation and beginning a settlement process between the two nations.

He accused the proposal of shifting burdens to labor while showering tax breaks on the wealthy, and urged stricter regulation of profits and interest rates. Gallander warned unions face public pressure if they do not cooperate. Commerce data showed leading indicators fell 0.3 percent in September, signaling ongoing economic strain. DNC Chairman O'Brien tied the report to the administration’s broader strategy and unemployment concerns.
Five Davenport area newspaper carriers will lose jobs as the Times-Democrat ends local carrier delivery due to lack of customers and higher trucking costs. Sunday editions will still be trucked to Washington and sold at McDaniel and Schoonover drug stores. Subscribers will receive the paper by mail a day later at lower cost. Kalona and possibly Iowa City may follow with similar cutbacks. Carrier service remains in Muscatine and Columbus Junction.
A four year old Williamsburg boy, Rhys Sandersfeld, died of carbon monoxide poisoning after being found in the back seat of a parked car with two teenagers. Driver Bill Clay, 16, and Terri Kahler, 16, were in the front seat. Carla Sandersfeld, also 16, helped in the search after leaving with several other youths. Carla administered mouth to mouth resuscitation to Clay, saving his life, while responders could not revive Rhys en route to University Hospitals.
