Des Moines Iowa Gov Robert D Ray said the state would lose background and experience if district court judges could not move up to the new Iowa Intermediate Court of Appeals He favored a court ruling on the legality of the appointments and noted three options including keeping three district judges on the court backing off or a legislative special session. Attorney General Turner said three district judges could not serve due to a 1962 constitutional amendment and Sen James Redmond sought a Supreme Court stay while the matter is resolved
