William G. Murray stated on KLEM radio in LeMars that he is not pushing his proposal to refund half of one year’s income taxes to Iowa taxpayers. He insists the refund is a minor part of the program and will be recommended if elected, while the main issue remains high property taxes.
Warsaw Pact leaders from East Germany Bulgaria Romania Czechoslovakia Hungary Poland plus Cuba and Outer Mongolia gathered at the Kremlin for a preliminary dinner. Albania stood apart and North Korea and North Viet Nam were not confirmed as delegates amid Moscow’s bid to form a united anti Pek ing bloc against Peking. Pravda pushed for unanimous condemnation of Red Chinese leadership.
Gov Harold E. Hughes said he opposes the local option provision of Iowa's liquor by the drink law in any form and will not push 1967 legislation to remove it. He cited enforcement problems and declined to revise the law to allow local option by county only. Nine counties voted dry and twelve wet. only seven abstracts were filed. Ringgold is the only dry county with an abstract on file. Six Sioux County tavern operators sued in Polk County District Court, alleging the recount election was invalid for missing abstracts.
Iowa forecast by United Press International indicates northeast winds by evening with light rain in the southeast and partly cloudy northwest. Lows tonight in the 30s with frost statewide. highs Wednesday near 58 and generally fair, turning colder.

Gov. Harold E. Hughes announced Belmond has been declared a major disaster, unlocking SBA long term low interest loans for business losses and FHA loans for homeowners. Federal officials meet residents to explain aid, a special SBA office will open by Wednesday, and state agencies set up offices in town. The Red Cross reports 85 percent of the business district destroyed and 584 homes damaged. He has held several Farm Bureau roles and lives in Naperville Illinois with office in Chicago. All members are urged to attend.
