The Washington school system declares a three day weekend as Friday October 24 dismissals enable teachers to attend the 24th State Convention in Des Moines.
Qualified diplomats in Paris dismissed Hanoi’s offer of secret Viet Cong talks as a move to undermine the Saigon government. Ambassador Lodge urged four party discussions, while U.S. spokesmen urged genuine peace talks and warned the proposal could fuel allied friction.
Iowa highway commission legal chief Henry Holst said he will resign if lawmakers move legal staff from the attorney general to the highway commission. He criticized political pressure from the commission and director Joseph Cupal Jr. and urged cooperation as he defended his office amid calls for hiring independence.
Rep. Fred Schwengel of Iowa said he is asking for advice from county sheriffs city police chiefs judges attorneys and doctors in the 1st Congressional District on how to handle drug abuse. He will pass the suggestions to congressional committees noting many proposals are harsh or permissive and he wants views from law enforcement and medical professionals.
A brief intercepted memo from Farm Bureau leaders in Washington County expresses hope for farmers in the area, stating that their success is shared and urging realization of those hopes. It is signed with initials WEJ.
County Farm Bureau members at Washington County met for their annual gathering and heard Iowa Lieutenant Governor Roger Jepsen. They adopted 20 resolutions supporting a local school district income tax, limiting certain district levies, opposing special tax treatment for industry on property taxes, and restoring Crane Co. assessment to the county figure. Other measures urged proof of adequate liability insurance for licenses, higher dependent exemptions, and greater millage for the Extension Service. 1969 officers were re-elected, with Howard Lanning as president. Women’s officers were Mrs. John Renoux president and Mrs. Minnie Witthoft publicity chairman.
Speaker John McCormack suspended Martin Sweig, a longtime aide, without pay after a New York federal complaint tied Sweig to arranging a May meeting with the SEC for Parvin Dohrmann Co. The suit accuses the firm’s investors of false filings and stock manipulation. Sweig, on leave, says he acted without McCormack’s knowledge.
Iowa Attorney General office said legislative committees can study the social adaptability of university faculty and staff. The opinion responds to Democratic lawmakers who asked whether such a broad study, linked to university finances, is permissible. It notes committees may gather facts to decide on eligibility for public payrolls and further legislation to hire capable staff.
In Vatican City UPI liberals gained two victories at the World Synod of Bishops. The body rejected a conservative Vatican statement on Pope bishop relations and adopted a liberal proposal by Cardinal Franjo Seper. The Seper report will go to Pope Paul VI’s theological commission for study as the synod explores wider sharing of papal authority with bishops.
Saigon UPI reports the U.S. military says 5,993 helicopters and airplanes have been lost in Vietnam since January 1961 with a conservatively estimated value of 6 billion dollars. In the past nine days 28 aircraft were lost amid a lull in fighting. No American fatalities reported in the latest clashes. 39 guerrillas slain in Saigon area fights. three Americans killed and 17 wounded in northern theater overnight.
Moscow reports Soyuz 7 touched down safely in Central Asia near Karaganda while Soyuz 8 remains in orbit with a two man crew. Soyuz 6 already prepared for a metals welding experiment hailed as a step toward orbital stations and interplanetary craft.
United Press International reports Iowa will see fair to partly cloudy skies and warmer temperatures tonight, followed by cloudy and warmer conditions Saturday with scattered showers mainly southeast and rain likely northwest. Lows range from the low 30s in the east to 35 to 40 in the west.
