Reports from Bucharest and Berlin indicate imminent strain between Britain and Romania with British citizens urged to leave. German and Italian circles anticipate German military aid to Romania and a possible southward move toward Turkey as Romania accelerates air raid shelter construction amid rising Balkan tensions.
Lois Selander six, daughter of Mr and Mrs Selander farmers near Gowrie, is in critical condition at Lutheran hospital after a horse kicked her, suffering a skull fracture. In Iowa City, math instructors plan the fifteenth annual conference on teaching problems at the State University of Iowa expected to draw about 200 educators.
Ottumwa reports Dr J C Davis a notable foe of liquor and gambling in southern Iowa retires after 22 years of practice. He sold his dental office to Dr T H Hurst and plans to move with his wife to Bloomfield to serve as pastor of the Bloomfield circuit of the Methodist church.
Des Moines youths posted enlistment records in September with 508 joining the army navy and marine corps. Navy enlistments reached 194 the highest for any month since the war and army enlistments 228 were the most in ten years. Marine corps enlistments were 86. Overall the month was about normal.
District Judge Paul MecCord ordered a one million dollar bond for E W Wischmeier as administrator of the J J Ransom estate. Officials say the bond is the largest in Des Moines county history. The estate is valued at 1.5 million with existing and additional bonds totaling 1.55 million.
A DuBuque WCTU chapter is organized with Mrs. B A Ruegnitz elected as first president. Thirty one members from various churches join as chapter members. The first regular meeting is planned for November 6.
Enrollment reaches 6 588, up 5.2 percent from 1939. Registrar Harry G. Barnes notes several hundred Saturday class students not counted. On campus, 5 540 are undergraduates and 1 048 are graduates.
Lieut. Charles L. McClenahan 24, son of Mr. and Mrs. C. M. McClenahan of Sigourney, died in a Minneapolis hospital from injuries after falling from a moving auto when it struck a bridge near Fort Snelling. He had recently been commissioned a lieutenant in the regular army and was a University of Iowa journalism graduate.
Pierre van Paassen, foreign correspondent, warns that Hitler and Mussolini seek Japanese partnership to frighten America. He cites Japan’s menace as Nazi leverage to stop U S aid to Britain and highlights danger in the Near East and threat to Britain via the Suez canal.
Street Commissioner A E Palmer announced a fall tin can collection starting Oct 17. North Washington will be collected first and proceed southward with residents urged to place cans out on the first day. Cans should be in containers and placed by the alley. city crews will haul away summer buildup.
United Press reports a looming split between French west Africa and equatorial Africa over loyalties to France during World War II. General Charles de Gaulle lands at Yala to solidify control of equatorial Africa, claimed to already pledge allegiance to free France. In contrast General Maxime Weygand arrives in French West Africa to support Vichy forces, with the west region spanning about 1.8 million square miles and 15 million people.

Washington county moves to set up draft machinery with chief registrars for 22 precincts led by Brighton Robison in Cedar and Keith Barnes in Clay. County auditor Mrs Wilson plans a Friday meeting to issue duties and begin voluntary registration for men 21 to 35 on Oct 16.
The British embassy, via cable to London, asks whether to prepare evacuations for British citizens in China. The American Chamber of Commerce plans a Friday meeting to push the US government for emergency steamship rate cuts to speed American evacuations. Admirals Hart reports Miura apologizes for the unlawful seizure and beating of a US sailor in the international settlement.
Conference in Ottumwa plans district cooperation for smallpox vaccination and diphtheria immunization led by Dr. P. L. Etter of Washington. Iowa Osteopathic Society to sponsor a week long drive November 4 with the Iowa Department of Health coordinating.
Wendell Willkie told a New London crowd that even administration apologists admit the domestic policy has failed. He charged mismanagement of foreign affairs and urged voters to change horses midstream while campaigning through New England aboard the Willkie train toward Providence.
The Washington County Schoolmasters club opened the new school year with a 6:30 dinner at North Side restaurant attended by 28 male teachers from town and rural schools. Lester B. Krabill elected president and Melvin Gingerich named secretary. Dr D C Barrett spoke on infantile paralysis. Victor Mastin demonstrated visual aids. A county educational council formed with Supt H K Rose as chair and Krabill as secretary, featuring 12 members including eight town and five rural teachers.
Officers in eastern Iowa seek two men who beat Stefan Nelson a 32 year old farm laborer from West Union after attempting a robbery. Nelson said they offered him a ride near Davenport, stopped two miles west of Eldridge, struck him, took his billfold and watch, and then drove the car into a ditch before fleeing.
Washington county reports 92.5 percent tax collection for 1940 with $718,287.88 in receipts from $777,023.47 levied. September collections totaled $296,682.72, funding county and state general, soldiers bonus, and disease programs, while homestead exemptions totaling $114,730.99 reduced amounts due. A separate line notes a violent incident where an individual was assaulted after objecting to the beating.
Washington broadcast brief reports Alex Kirk, an American, arriving in D C for a diplomatic engagement on October 10. Details remain sparse as officials provide limited remarks about his role and itinerary.
London reports say St Pauls cathedral was struck by a German bomb during nights raids on London. The blast tore through the roof near the high altar, damaging stained glass and furnishings. several other historic buildings were hit and emergency shelters were breached amid casualties feared in tenement districts.
At a United Presbyterian meeting in Keokuk the congregation approved Rev. William M. Nichol’s resignation to take a Sterling Kansas church post effective November 1. Presbytery will consider dissolution actions as Don Wylie conveys the congregation’s acquiescence and a 20 member pulpit committee is formed to secure a successor.
County auditor Mrs. Ethel Grecian Wilson announced that court house offices will be closed all day Saturday. The outside doors will stay open but offices will not conduct business to observe Columbus Day, a legal holiday the court house has followed for years.
