President Johnson confronts Congress in a heated budget fight with three major measures on the table. A 1.5 billion pay raise for 2 million federal workers faces House action, while the Senate weighs a 4.77 billion public works bill and a 2.18 billion plan for federal department operations. A White House memo imposes a temporary spending freeze except in defense and vital welfare, aiming to curb commitments amid lingering appropriations.
Washington D C UPI Democrats formally award Chicago the 1968 convention to nominate President Johnson for a second term. The event opens Aug 26 1968, the day before Johnsons birthday, with Chicago as the front runner beside Miami Beach and Houston.
Former British prime minister Earl Clement Attlee died in his sleep at 84 after a battle with pneumonia. Tributes flowed from leaders worldwide including Johnson Wilson Queen Elizabeth Brandt Husain as Attlee’s body was to be cremated and ashes interred in Westminster Abbey next month.
Senator Edward M. Kennedy told a veteran’s auditorium crowd in Des Moines that no Republican could match Lyndon Johnson’s skill and resolve. He praised Gov. Harold Hughes and noted Kennedy’s Cedar Rapids stops, pledging support for Johnson’s 1968 bid amid party unity.
The Washington Chamber of Commerce announces a city sign design contest for a highway entrance sign. Open to any resident or rural route resident in Washington with entries due by October 25 at 5 p.m. at the Chamber office. Prize is a $25 Savings Bond. rules require a 10 by 24 inch white paper design, optional color, text limited to two inches for the word Washington. Judges are the Chamber board. no age limit. Two new signboards will be placed at east and west highway entries.
Riverside voters in the Highland Community School district rejected a $20,000 plan for an industrial arts and automotive shop at Highland High School. Saturday voting produced 130 in favor and 102 opposed, a 56 percent majority, short of the 60 percent needed for approval.
Nine people died in Iowa over the weekend in multiple traffic crashes. Fatalities included Edna Roethler near Badger Corner Webster County and Joseph Schall near Clare. Others died near Lake Mills and Manning with a Westside man killed in a one car crash and a Cedar Rapids motorcyclist killed in Spillville. Several others were injured in crashes on U S 61 and Iowa 5 near Mediapolis New Providence and U S 69 routes.
The Supreme Court denied a hearing to Louisiana and Alabama school authorities seeking to block a sweeping desegregation order affecting Florida Georgia Mississippi Texas and others. The March 29 Fifth Circuit ruling requires a unitary system with no separate Negro or white schools and desegregation of all grades.

A 50 year old Vietnamese nun Thich Nu Tri Chon burned herself to death in Saigon area during anti government protests linked to Thich Tri Quang. The death, announced by a militant monks committee, came as Thieu urged restraint and talks toward the church charter settlement continued. Police fortified routes to the Independence Palace and pagodas with barbed wire as dissident leaders vowed to persist in their demonstrations. Nu Tri Chon reportedly died in Sa Dec in the Mekong Delta, about 80 miles southwest of Saigon.
NASA says first manned launch of the redesigned Apollo moonship is now targeted for July or August, four months later than planned, due to extended modifications and tests at Downey California. The flight will feature Walter Schirra, Donn Eisele, and Walter Cunningham in an eight to ten day mission.
Five young out of state residents were jailed in Adel on illegal narcotics possession charges. Sheriff John Wright said four men and a woman were arrested on a rural road while allegedly picking wild marijuana. Freshly cut marijuana was found in a top carrier and in five pillow cases in the station wagon.
