Nearly 77 percent of Iowa motorcycle crash victims through Sept 30 were helmetless. Of 56 deaths, 43 were unhelmeted and 37 suffered head injuries, per the Office of Planning and Programming. Since Sept 1 helmet law began, only two cyclists have died. In September 1974, twelve fatalities were reported.
Creston voters pass a 210000 bond in a special election to fund the city share of a city county law enforcement center. The facility will house the Creston police department and the Union County sheriff's office. County voters approved their portion in February.
Al Jackson Jr., 39, a Stax Records producer and former Booker T. and the MGs drummer, was shot to death in a Memphis home burglary. Police say two men held his wife hostage and demanded money. Jackson returned home and was killed after the burglars grew angry. His wife had been wounded by him in a separate incident two months earlier.
A frost warning is issued for tonight with fair and cold conditions and lows in the lower 30s. Thursday brings mostly sunny skies and a milder high around 60 to 65 with light northerly to variable winds.

Gov. Robert D. Ray discussed a potential $200 million budget surplus, suggesting possible property tax relief but stressing it is too early for specifics. He favored keeping a cushion for a weak economy and noted funds might be needed for essential capital improvements. He praised prior tax relief on food and drugs and warned hog prices could affect the state's economy if they fall.
Residents of Mount Union Iowa returned home as a fire at an LP gas storage area subsided after evacuations of 173 residents. Firefighters from ten communities battled flames leaking from an 18 000 gallon LP storage tank with explosions sending fire high into the air.
The body of James H. Wells of Washington was found Tuesday afternoon in an old rural cemetery in Dutch Creek Township. Authorities ruled a personal safety related gunshot wound caused his death at age 30. Wells had been missing since Saturday after going hunting alone. He was married to Avis Widmer Wells and survived by two sons, his mother, three sisters, and other relatives. Funeral services are scheduled for Friday at 2 p.m. at Jones Funeral Home with burial in Elm Grove Cemetery.
President Ford told 33 small midwestern mayors that Congress must extend the revenue-sharing program or face “catastrophic” consequences. He asked officials to organize, push for a five year extension through 1976, and warned delays or changes could jeopardize federal funding to about 39,000 local governments.
The House approved Ford's plan to grant a 5 percent pay raise to about 3 million federal workers military personnel and Congress. Opponents urged an 8.66 percent hike and sought to bring disapproval to the floor, but the House voted 278 to 123 to table that effort after parliamentary maneuvering. The Senate had rejected a similar disapproval resolution earlier.
U.S. negotiator Charles A. Robinson said talks in Moscow with Nikolai Patolichev are proceeding smoothly but a final grain deal date cannot be predicted. Officials noted a potentially brief visit and no announcement before departure while interest in a long term price set arrangement grows amid possible energy swaps.

FBI Uniform Crime Report shows Cedar Rapids serious crimes rose to 4 290 from 3 900 January through June 1975 compared with 1974, while Des Moines totaled 6 456 up from 6 232. Larceny theft and robberies drove Cedar Rapids gains with notable jumps in forcible rape and aggravated assault.
