Joseph P. After five months of on site inquiry the Senate subcommittee opens hearings into a suspected billion dollar currency black market in South Vietnam. Witness Robert Parker describes schemes using U S dollars and Vietnamese piasters with banks in the United States and Hong Kong. The two main methods are a check drawn in U S dollars exchanged at the black market rate and a lateral transfer using coded bank messages to move funds to a Vietnam linked account.
