President Hoover unveils a nationwide home financing program to aid small owners and stimulate construction. A system of home loan banks would rediscount mortgage loans under 15 000, potentially helping over a million people and easing mortgage pressure for banks and borrowers.
Frank Smart superintendent of Davenport schools was elected president of the Iowa state teachers association. Miss May A Hills county superintendent of Dallas county and Clay D Slinker of Des Moines were named on the executive board and re-elected treasurer, with seven vice presidents chosen.

Des Moines AP Col. Amos W. Woodcock national prohibition director sought details on spiked beer seen as Iowa’s main prohibition violation. Prohibition administrator Glen A. Brunson said about 75 percent of illicit alcohol in Iowa is poured into near beer, then mixed by thumb ing the bottle, a practice Woodcock called a horrible mess.

Grundy Center Iowa November 14 Orville Welch from Monticello Illinois won the National Corn Husking title with a net husk of 2196.4 pounds at about 50 ears per minute for 80 minutes. Theodore Balko of Redwood Falls Minnesota placed second 2189 pounds. Lee Carey of Laurel Iowa finished third 2111.1 pounds with Carl Seiler Illinois fourth 2076.6 and Omer Little Kansas fifth 2021.8. The event drew 60,000 spectators and featured an extra land due to a new rule. Welch received 100 prize dollars and will defend his crown in 1932 Illinois Henry County venue.
The Iowa cattle war winds down with Des Moines county testing finished and Lee county largely complete. National guard troops may accompany veterinarians into Jefferson county, but no camp is planned and all testing is expected to finish by next weekend.

Miss Ella Chilcote 73 died last night at her sister-in-law’s home in Waterloo after illness stemming from a yearlong decline. Funeral planned Sunday at 2 pm at the Presbyterian church with Dr. F W Hastwood presiding, burial in Woodlawn Cemetery. Survived by brother Mark Chilcote of Carroll, Iowa.
A new Boy Scout leadership training course, nine indoor and three outdoor sessions, starts next Tuesday at 7 30 p m in the Iowa University field house. Open to men over 18 with a $1 registration, it aims to teach general aims of the program and leadership psychology, with enrollment open to fathers, teachers, club leaders, and committee members.
Judge Frank Beehly adjourned district court for the weekend and will resume work Monday. Jury trials are set to begin next Monday as previously ordered. The Israel Davis estate matter was submitted after last night’s arguments for later decision. The case has occupied most of the week.
The Iowa board of railroad commissioners revised intra state class freight rates to take effect January 1 1932. Rates will be 10 to 20 percent below the railroad request but higher than present levels while aligning single line and joint line traffic. The decision follows interstate rates and favors shippers over railroads with a base on shortest distance between stations via junctions.
In Nasboro Arkansas on November 14 Mrs. Hattie Caraway widow of Senator H.W. Caraway was appointed by Governor Harvey Darnell to fill the Senate vacancy temporarily. The nomination recommends she be chosen to complete the term at a special election scheduled for January 12.
The forecast calls for snow in the north and rain in the south early in the week, a fair middle, and possible rain or snow again by Friday. Temperatures will be much colder at the start of the period with a rise expected Thursday or Friday.
Word reaches Mart White, stepson, that 97-year-old veteran Daddy Swadling of Oska loosa has improved after a serious illness.
Edgar C. Mike Ott was arrested at Iowa City yesterday by Deputy Sheriff Harold Putnam and brought to answer a charge of driving a motor vehicle while intoxicated. He was indicted by the November grand jury. The charge stemmed from a highway accident near Riverside earlier this month. Ott is said to have been previously convicted in Johnson county on the same charge.
