Court Upholds Reapportioning in Senate Districts
A district court ruling substantially upholds Iowa Senate reapportionment passed late in the last session. Judge Clair Hamilton finds only the two-year term provision for three districts unconstitutional, separable from the rest of the act. The three districts affected are 19th Jackson Jones, 26th Marshall, and 43rd Franklin Humboldt Wright. The decision notes the act aims to reapportion districts by population.

Soviet shifts Berlin talks seek staged West Berlin status
Moscow signaling a staged approach to Berlin peace talks with West Berlin given a new status before a Soviet East German treaty. Western sources say the plan would have the four powers agree on West Berlin's status and access, with East Germany recognizing it, then a peace treaty with East Germany. The change drops a unilateral Soviet threat and keeps Allied access guarantees while preserving East German control over access.
