In Washington, turnout appeared heavier than average yet not near a record at noon as polls stay open in four wards until 8 p.m. Final results will not be posted before 9:30 p.m. Residents may call the Evening Journal for updates.
President Nixon expressed that he is overwhelmed by public backing for his plan to withdraw U.S. forces from Vietnam. He displayed thousands of telegrams at the Oval Office and said popular support could hasten peace more than diplomacy or tactics, while noting a gradual timetable aligned with South Vietnam’s defense capabilities.
Voters in New Jersey and Virginia chose new governors in a test of Nixon era GOP campaigning. Blacks mounted mayoral bids in six major cities while contests in Detroit Buffalo Hartford and New Haven featured prominent Black candidates. Des Moines records a sunny day after a long stretch of clouds as temperatures stayed between 37 and 42 degrees.
Keith G. Shaffer has been appointed Plant Manager of Crane Co s Washington Valve Plant. A Penn State graduate, he previously held Manufacturing Engineering and Plant Management roles at Dresser Industries Westinghouse Electric and Aluminum Co of America. He and his wife plan to relocate to Washington in the near future.
The Viet Cong delegation and Communist sources condemned President Nixon's Vietnam policy as a ploy to prolong war. They called for complete U.S. troop evacuation and overthrow of the Saigon regime, and rejected Nixon's Vietnamization plan. Observers noted the harsh tone amid stalled peace talks.
Washington city councilmen moved to enhance interdepartmental communication by purchasing mobile radio units for sanitation water street and cemetery heads and a meter reader unit. A 24 by 48 foot building was approved at the city cemetery to store equipment. Bids on a new police car were reviewed before a decision.
An intercepted memo references black students in Dubuque and uses the word withdrawal, noting the discomfort and memory surrounding the issue. The document hints at tensions in the community while underscoring the emotional impact of withdrawal and remembrance.
About 12 Black students at Loras College met with Msgr. Justin Driscoll to demand a Black culture center in a reasonable time. They later staged a peaceful 12 hour occupation of Henson Manor offices, then left. organizers warned of withdrawal and potential blacklisting if demands aren’t met. The college proposed a culture center in an existing building for the rest of the year, and negotiations paused overnight.
President Nixon's Vietnam speech met little enthusiasm abroad except in Saigon where Nguyent Van Thieu called it one of the most important addresses by a U.S. president. Thieu urged support for Nixon's policy to end the war, while Tass labeled it pure propaganda and Hanoi planned to comment later. Japanese officials found no substantial progress toward peace.
Iowa forecast shows decreasing clouds tonight with overnight lows near 20 in the north and the 30s in the south. Wednesday will be generally fair and warmer with highs in the 50s in the northeast to the 60s in the southwest.
