Des Moines, UPI. The Iowa House refused to concur with a Senate amendment on a proposed constitutional measure guiding legislative reapportionment. The bill, 79-36, would require factors beyond population to be considered if allowed by the federal constitution. The measure returns to the Senate with a possible conference committee to resolve differences.
