Washington May 2 The House moved to strip the equalization fee from the Haugen farm relief bill in committee of the whole by a 141 to 120 vote. The Aswell substitute passed, eliminating the fee and drawing applause from administration supporters. A roll call on the fee is expected later as Haugen bill backers push for a record vote. The House then set aside calendar business to consider amendments, making a final vote likely tomorrow.
