The city’s spring trash cleanup crews, delayed to assist other departments, have resumed and are working in the northeast part of the city north of the railroad tracks. Mayor Cloid Willits expects weather permitting the cleanup to end May 8. Citizens may call City Hall to arrange removal of old junkers.
An intercepted note from Des Moines discusses efforts to control drivers flagged as intoxicated by speed. The message, signed by WEJ, hints at political angles and enforcement concerns amid traffic safety debates.
Iowa became the 33rd state to complete action on the Dirksen amendment urging a constitutional convention to allow legislative reapportionment by nonpopulation bases. The House passed the measure 69-59 amid party lines after a day of long debate with clashes between Republicans and Democrats, and national TV crews recording the circus like session.
In Des Moines the Iowa House passed the Senate amended drunk driving bill 93 to 13 and sent it to Governor Ray. The measure presumes 0.10 percent blood alcohol as evidence of intoxication and keeps urine and breath tests under state rules despite opposition from Rep Goode and others. A prior push to add prima facie evidence failed.
Gov. Robert D. Ray signaled a possible veto of a section in the Board of Regents appropriations bill that would bar teachers and students who riot from state university campuses. The provision was added before Senate passage of the $91.4 million measure. Ray questioned the form and stated universities already have authority to handle disruptions. The bill would strip funds from those convicted of inciting or carrying out riots and could allow readmission after deemed of proper character. The contentious rider sparked much debate as measures to increase funding and other amendments were defeated, and the bill moves to the House.

United Press International reports sheriff deputies cleared an administration building at Stanford University of about 250 protesters after they smashed glass doors. Militants also controlled two Columbia University buildings as police responded on the Stanford campus in California.
United Press International reports May Day events across Europe with Prague crowds laying flowers on the statue of St Wenceslas in defiance of Soviet invasion, French leftists marching in St Denis, and Britain seeing mass work stoppages. In London and Paris demonstrations faced police action, while East Germany showed militancy. At Stanford and Columbia universities campus protests caused property damage and clashes over war related research and student rights.
Vice President Spiro T. Agnew told Republican governors to lead on big city problems by reducing hostility between City Hall and the Statehouse. He spoke at the Republican Governor's Association meeting in Lexington Kentucky and praised the Nixon administration's early record including the Safeguard antiballistic missile plan as the minimum feasible action for security.
Four striking Des Moines firefighters were fined 100 dollars each and their association 500 dollars after contempt proceedings for disobeying a city injunction to return to work. Judge Dale S. Missildine ordered the fines payable within 24 hours and warned daily further noncompliance would incur another fine. The case also covered about 300 other striking firefighters and involved officers Harry M. Jeffries Joe De Carlo Gary Hagar and Denny Ross. Firefighters considered jail over fines. some faced possible employment severance and continued legal action.
Paris UPI Pham Dang Lam South Viet nam chief negotiator at the peace conference flew to Saigon to report to his government. Lam departed as NLF signaled willingness to discuss with other parties and ahead of the conference session on the 16th. Lam expected to return before next Thursday's meeting. The move followed U.S. and South Viet nam talks parsing the Communist text for direct talks with Saigon on South Vietnam’s political future.
South Vietnamese paratroopers and U.S. air support repelled a 600-strong Communist assault near Cay Cho Village, 52 miles northwest of Saigon. The week saw 163 Americans killed and 1,235 wounded, the lightest casualties in four months as heavy B52 bombing continued along the border.
Partly cloudy conditions continue with a chance of scattered thundershowers through Friday. Lows tonight are expected to be in the 50s with Friday highs reaching the 70s.
