A winter storm blanketed Iowa on the first day of spring, delivering 1 to 9 inches across the state. Hull reported 9 inches, Sioux City 5, and other cities saw 2 to 4 inches with parts facing possible blizzard conditions in the northwest as winds reach 35 to 50 mph.

Iowa officials and lawmakers agreed to ask the current special session to draft acts giving temporary approved status to high schools and public junior colleges for 1963 64 and 1964 65. Atty Gen Evan L Hultman will prepare proposed laws after the court ruled the State Board of Public Instruction lacked authority to set standards approve schools or grant state aid. The ruling threatens about 1 million dollars in state aid to public junior colleges and could hinder graduates entering college or other post secondary institutions.
Gov Harold Hughes praised the special legislative session for passing a temporary reapportionment plan as he spoke at Iowa State University. He said the plan of 59 senators and 124 representatives falls short of an ideal system but is a historic achievement and will be signed into law next week. He stressed the importance for state economic and overall development and urged recognition of lawmakers’ public-spirited work.

A Fairfield couple, Robert Thomas Gonterman and Alice K. Gonterman, were killed when their car collided head on with a semitruck driven by Donald Ball during a morning snow storm on Highway One north of Brighton. Ball survived in satisfactory condition. crash noted as Washington County's first fatality this year.
Herman E. Elgar a retired Mt Pleasant attorney dies at age. He practiced law in Henry County for years and was father to Alanson K. Elgar and John F. Elgar both lawyers in Mt Pleasant. Funeral is Saturday at 2 30 p.m. at Mt Pleasant Methodist Church.
Thermice Corp a unit of Puclicker Industries said construction will start soon on a 1 million dry ice manufacturing plant in Muscatine Iowa. The plant will be located in the Muscatine Island area southwest of the city and is led by vice president Robert Glass.

Mary Aller 67 of Keota suffered extensive burns while attempting to start a fire in a cook stove using kerosene. The blaze spread to her clothing as she tended corn cobs. She was taken to Washington County Hospital Thursday by her brother in law and sister Clarence and Mary Aller.
The Brothers of the Brush will hold a beef barbecue stag event at the Washington County fair grounds on the evening of April 14. Harold Jarvis, chairman, says plans will be announced later by co chairmen Leo Beauchamp and Harry Levy with Rev. Fred Penny of Iowa City preparing the meal.
Milo James Shalla, 72, lifelong Washington County resident, died Thursday at University Hospital Iowa City. A retired plasterer and paper hanger, he recently worked as a landscaper at Protein Blenders Inc. He was married to Emila Stransky since 1914 and survived by his wife, mother Emma Shalla, daughter Phyllis Sommers, five grandchildren, two sisters, and other relatives. Funeral services were held at Trinity Methodist Church Riverside with Rev. Gilbert McDowell officiating. Sorden and Adams Funeral Home handled arrangements.
Nine members of the Washington Young Republicans toured the Capitol and state government centers in Des Moines on Wednesday. They met Representative Keith Vetter and State Senator Richard Stephens, observed the House debate on reapportionment, toured the Board of Control, Supreme Court, and Governor's Office, and were hosted at lunch by Vetter.

Weather bulletin reports heavy snow in the extreme east with up to four inches by evening. Strong northerly winds 25 to 40 mph in the east and south and 35 mph in the northwest with blizzard conditions. Tonight clears and grows colder, Saturday cool with a 30s high, five day outlook cooler than normal and a chance of snow or rain Sunday night or Monday.

The temporary redistricting bill would expand the Senate to 59 and the House to 124, with seats added mainly in populous counties. The House still must act before Gov Hughes can sign, while debates focus on whether districts should be area based or population based. The IFL AFL-CIO backs the plan despite flaws, noting it improves current districts.
