Des Moines reports the House Appropriations Committee unanimously approved a bill to spend $1 million to upgrade foster care and group homes for troubled Iowa youths. Proponents argue community care centers are cheaper and more comprehensive than institutions, with total children welfare funding rising to $3.75 million.
John Connally says he will run for president in 1976 and that the 1974 election results will not determine his decision. The former Texas governor and cabinet officer explains he will study events over the next two years and keeps an option open without committing.
