Michael M Sellers administrative assistant to Gov Ras is named Commissioner of the Iowa Department of Public Safety succeeding Jack Fulton who resigned March 1. The 27 year old attorney has served as administrative assistant to Ray since Sept 1969.
Albany New York United Press Nelson Rockefeller hinted he would seek the presidency if President Nixon does not seek reelection He pledged support to Nixon if he runs Rockefeller has pursued the Republican nomination three times before 1960 1964 and 1968 Each time he delayed a decision citing possible political shifts He said he would back Nixon if he runs and expressed belief Nixon will exit Vietnam and fix the economy.
Defense Secretary Melvin Laird presented evidence that Red China may have launched its first intercontinental ballistic missile. He warned of a slowed Soviet deployment and projected China could field initial ICBMs by 1975 while US plans to expand ABM sites advance with fourth site surveys.
A strong quake was felt along a wide stretch of the California coast from Monterey to San Francisco. Residents in Carmel and nearby communities reported shaking but no serious damage. Police received numerous calls as tremors were felt in homes up to 100 miles north in San Francisco. Berkeley seismograph lab said the epicenter appeared offshore near Monterey.

Met Opera solo cellist Jascha Silberstein headlines the Concert Association series with a three oclock Sunday concert in the high school auditorium. Gov. Robert D. Ray signed a bill to raise Iowa cigarette taxes 3 cents a pack to 13 cents. The increase, effective after publication, is aimed at restoring state revenues and is expected to raise 2 to 3 million dollars by end of the current biennium. Both chambers approved after earlier disagreements. Retail and machine cigarette prices in town are expected to rise by 5 cents.
Washington reports business leaders see some relief from the slump but government survey shows planned 4.3 percent rise in spending on new plant and equipment for the year, below prior peaks. The $83.1 billion planned outlay trails last year’s $91.7 billion actual spend, with 1968–69 comparisons.
U S saturation bombing near Sepone in the Ho Chi Minh Trail junction led to a massive number of secondary explosions as Communist supplies were blown up. Spokesmen reported over 2,100 secondary blasts across two days, with 1,600 on Monday and 500 on Sunday, while clashes in Laos and near the Bolovens Plateau yielded high enemy losses. An accidental napalm strike by two F4 Phantoms killed eight South Vietnamese infantrymen and wounded 54.
A legislative subcommittee seeks to resolve a dispute between Cedar Falls school district and the State Board of Regents over windfall funds from the UNI laboratory program. Cedar Falls receives 350 per student while the regents get 100 per student for about 600 students, creating a yearly excess of 120000 to 150000. Rep Delwyn Stromer says the gap benefits the district. the regents want a more equal share. Regents executive secretary R Wayne Richey notes discussion without action.
A radio operator with Capt. Ernest L. Medina's headquarters at My Lai testified he never heard Medina order a weaponless firing. Lt. William L. Calley Jr. testified Calley led a platoon in the march through My Lai on March 16, 1968, and Calley claimed Medina twice ordered him to shoot civilians hindering the advance. The defense asserted Calley acted on orders.
United Press Intel SOWA reports a traveler warning this afternoon and tonight in the extreme south and southeast with snow accumulations from 1 to 3 inches, locally 4 inches or more in the extreme southeast. Lows 10 to 15, highs warmer toward the northeast and extreme southwest, with Wednesday partly cloudy and warmer.
