Ottumwa column notes the Wapell County Board of Supervisors votes about 120000 for township road construction. County Engineer Harry Haas says the proposed program is too large to finish in one year, so the board sets a three year maximum for completion.
Iowa City faculty appointments for the State University of Iowa Summer session include Haram Craig of Stanford the Shakespeare authority. Troyer Anderson of Swarthmore teaching history. and Rollin S. Atwood of the University of Florida teaching geography.
Alfred Pedersen in Ringsted Iowa apologized for eating 22 crisp pancakes in a local contest that drew over 300 of Ringsted’s 486 residents. The winner received a sack of flour and $1 after recalling a 39 cake performance two years earlier.
The Iowa unemployment compensation Commission issued its millionth check to Don W. DeWitt of Jefferson. The $15 payment marked his eighth benefit. Since July 1938 the agency has distributed $8,896,523 to about 60,000 unemployed Iowa workers through 32 offices. The fund is supported by 7,200 employers and holds $15,500,000.
Des Moines report says 13 year old Max Fairman suffered a lacerated arm and severed wrist ligament when an ice coated snowball shattered a church window at Plymouth Congregational during a scout meeting. He underwent surgery at Iowa Lutheran hospital and was released to his home. Police have not identified the thrower.
Manchester driver Russell Sheppard, 22, was improving in a Cedar Rapids hospital after an Iowa highway patrol relay delivered serum when Cedar Rapids stock ran out. Des Moines to Grinnell transfer by radio cut 119 miles in under two hours, aiding treatment for acute septicemia.
In Dubuque Dorothy Norris, 24, fined five dollars in justice court after a disturbance at a doughnut shop owned by her former husband Elva Wassinger. She carried a $300 promissory note and was sentenced to 10 days in jail following a doughnut and pie throwing, window smashing contest with the present Mrs. Wassinger.
Ames B H Platt superintendent of buildings and grounds at Iowa State college said bids have been received and contracts will be let within two weeks for installation of sprinkler systems in Morris hall and Botany hall, oldest structures on the campus. Platt replied to a Daily Student story about Cardinal Guild investigation into alarms in the buildings, noting the guild called the buildings potential fire traps of extreme hazard to students.
The British super liner Queen Elizabeth, 85 000 tons, arrived in New York under wartime secrecy after a clandestine maiden voyage from England. The vessel, still incomplete and valued at 28 500 000 dollars, docked pending possible internment for the war. Newspapers reported crowds gazed as the gray hulk paused at Quarantine awaiting a slack tide to dock.
Sixty parents attended a Stewart P T A evening in Lae Community room. Sixth graders presented Roman history with Mrs. Ruth Lemley. Saveema Wood led fourth to sixth grade drawings. Rev Carl W Klein urged church roles in modern life. George Fields touted school and democracy, character development, and citizen training. Sponsors served doughnuts and coffee.
Hal Reister, longtime assistant chief of the Washington fire department, was named chief to succeed his brother Claude Reister who has led the department for over 26 years. The officers will need city council approval and gubernatorial consent at the start of the new municipal year.
Firemen held an oyster supper in the Legion rooms atop city hall after their annual ball this winter. Two teams sold ball tickets with Captain Blaine Holmes leading one side. the losing team, captained by Hal Reister, served the supper with Holmes and his volunteers as guests.
Signals north of the underpass on North Second Avenue and East Fifth Street now operate automatically to aid cross traffic. A traffic actuated system uses a pavement energizer to trigger red for Second Avenue when Fifth Street traffic passes, with a constant green for the underpass unless opposing cars approach. H B Allen of Hagle Signal Corp oversaw installation funded by the state. city maintenance falls to Superintendent P L Jordan.
The Senate voted 48 to 36 to amend the Hatch act allowing public employees found guilty of pernicious political activity to appeal to federal courts. The amendment was defeated yesterday but reconsidered today. Senators Carl Hatch and George W Norris opposed the amendment citing court clog and civil service implications.
Martin T. Manton, once the country’s top jurist outside the Supreme Court, surrendered to federal authorities to begin a two year sentence in Lewisburg prison. The former senior circuit judge arrived at the federal building in secrecy to start his term for selling judicial decisions.
A majority of the House committee proposed abolishing the present National Labor Relations Board and creating a new judicial labor board plus a labor administrator to prosecute cases. The plan would limit NLRB power in AFL CIO disputes unless factions settle the controversy. Two minority members warned the measure would threaten Wagner Act goals.
Des Moines March 7 Iowa Republicans moved to set the date for the first of six state conventions by August. Democratic leaders expect to follow after the GOP fixes its presidential delegates’ date. Each party will hold three conventions with 22 national delegates to Philadelphia and Chicago respectively. The GOP committee will calculate county delegate totals from Hoover and 1932 rules to limit the size of the gathering, as in past years.
King Carol of Romania told parliament that Romania will defend its neutrality and frontiers and seek equal trade with all nations. He promised strict adherence to international law to secure arms and materials. The speech touched on pressures from Hungary Bulgaria and Russia over Romanian territory.
Soviet Russia plans to present Finland with demands far more drastic than those that sparked the war. Finnish officials reported that Moscow intends a broader set of terms, surpassing September 1939 proposals, according to information available to the Finnish government.
London reports the enemy export commission has ordered detention of five more Italian coal cargoes held in contraband control. This brings to 15 German coal cargoes seized in two days. Prime Minister Neville Chamberlain and key ministers discuss responses to Italy's protest against the blockade.
Secretary of State Sumner Welles, president Roosevelt's envoy, met with Premier Edouard Daladier behind locked doors for an hour and three quarters after a lengthy discussion with President Albert Lebrun. He planned further meetings with other French officials.
Washington business streets improved as Street Commissioner Blaine Holmes and crew used the street flusher to remove mud from sidewalks and gutters around the square. While not all mud could be cleared, damp earth was swept into sewers and hauled away, easing conditions for shoppers and pleasing local merchants.
