Telegrams from Havana and Key West show Admiral Sicard and Secretary Long cannot set a date for the court of inquiry’s finding on the Maine disaster. Progress depends on divers and wreckers, with the court returning to Havana as investigations near completion.
The Key West court of inquiry, after postponing its departure, sailed to Havana aboard the Mangrove. It is expected to finish in ten days with three days of active investigation. Survivors' accounts dominate, while officers doubt a decisive verdict will be reached.

The same day in Springfield three applicants for hoisting engineer certificates attempted to bribe examiners with money in their credential envelopes prompting a reprimand to 72 applicants. bribers concealed their names.
At Earlham College a campus contest to select a DePauw debate team was disrupted when Earlham students uncovered a DePauw spy in the audience. The spy was detained on campus and had his notes confiscated as police or campus authorities intervened.
A Des Moines meeting called by Mayor MacVicar aimed to raise funds for a Maine disaster monument. Governor Shaw presided and several speeches were delivered.
The report recounts a massacre where a baby was killed in his mother's arms and a family wounded as assailants fired on the Bakers. Mrs. Baker and children fled, sheltering with neighbors. Rosa and Cora were wounded, a son with severe injuries. Authorities vow pursuit and conviction of the criminals.

It would remove positions below 900 and above 1800 grade and shrink the number of custom houses from 108 to 6 plus alter several bureaus including steam inspection marine hospital lighthouse life saving assay offices and revenue cutter service.
The Iowa miners adjourned with a new state organization. Officers elected include 8S. P. Boyce of Des Moines as president and John Wilson of Beacon as secretary and treasurer. Resolutions supported eight hour day and wage increases and urged Rep Reynolds to push ventilation and screening bills.
In De Haven court Rev. Jacob Sorter was fined 11 dollars for assault and battery on Dr. William Cooper. Cooper went to Sorter's home to enforce a mortgage lien. the minister struck him with a club. Sorter pleaded guilty to assault and battery and faces trial on the other charge. A second item notes Ed ward L Baker's bronze memorial tablet arriving in Springfield and to be set on his grave at Oak Ridge cemetery.
On March 5 in Plano Illinois seven cars of a full Burlington freight derailed after a broken flange. The wreck toppled into a ditch, killing many cattle and turning cars into kindling wood. A carload of eggs rolled over twice but none broke.

Gage sold his Chicago residence for 50000. Costa Rica Nicaragua war feared. grants for U S senate bid. Ashtabula resident J P Robertson dies. Milwaukee brick makers raise price to 6.50 per 1000.
Andrew Carnegie writes from Cannes about a Hudson or East River shipyard near New York. He argues American steel costs are lower than British and German yards, forecasts cheap transit from Pittsburg, and urges a western firm to establish a large New York yard to win foreign business and restore US leadership in shipbuilding.
In Cass County Indiana authorities report that Young America citizens will resist arrest by force if officers with warrants attempt to confiscate or prosecute the men who demolished W F Nace saloon. They claim a right to act for family protection and warn punishment by the State Liquor League could follow.
London voters returned 68 seats for the Progressives and 48 for the Moderates in the London county council election held March 5. The result sets the balance of power with the Liberal aligned group and shapes city governance.
