Gov Harold Hughes urged changes to Iowa laws to ease recount access after the June 1 primary canvass. He cited the narrow attorney general race in which Lawrence Scalise led Don Wilson by 269 votes and noted recounts are costly and often impractical. The canvass showed 267,515 voters participated, with Hughes winning the Democratic primary unopposed and Evan Hultman leading Republicans for attorney general.
The Iowa Highway Commission approved bids totaling 1.446 million dollars for resurfacing 15 miles of Interstate 80 in Adair, Dallas, and Madison counties. Joint bidders Kaser Construction Co. Des Moines and Norris Construction Co. Ottumwa will add 5% inches of asphalt and widen shoulders to restore the four lane highway from Town 25 east to the end of current I-80 construction near Dexter.
Sociologist Walter Lunden of Iowa State University urged expanding the state parole program. In a report for the Board of Parole he noted it costs seven times more to keep an inmate in prison than to supervise a parolee. He cited annual costs of 227 dollars for parole supervision versus 1639 dollars at Anamosa and 1524 dollars at Fort Madison for inmates.
Chief Justice Garfield and Gov. Hughes urged Iowa traffic court judges to curb highway fatalities by upgrading traffic courts. They called for harsher penalties for serious violations and repeat offenders while cautioning against jailing those who cannot pay fines, noting many JP judges are unqualified. More than 400 judges attended the conference at the statehouse.
Washington's YMCA offers a Chicago trip for area boys on July 11 and 12 with a $12 fee. A minimum of 20 boys must sign up by July 3 or the trip is canceled. Includes bus, insurance, hotel, Cubs Giants game, and museum visits with supervision. Fathers and sons urged to attend.
A mother, Yvonne Robbins, confessed to strangling her 2 year old daughter Terri in bed. She planted a hate note beneath the body and claimed white kids are unwanted. Police found a broken window screen and footprints, but said no racial link.
Police broadcast a missing persons alert for a 14 year old girl from Muscatine who disappeared in Washington Tuesday night with a Muscatine youth named Bob Hahn. They are believed to be traveling in a stolen 1958 Chevrolet license plate 70 7585 headed north toward Canada.
Rosa May Riley 94 of West Main Street died this morning at Washington County Hospital after a month of serious illness. Funeral 2 p.m. Saturday at Jones Funeral Home with Rev. W J Stevens. burial Hillcrest Cemetery Brighton. Born December 29 1880 Ottawas daughter of Robert and Sarah Edwards. married November 4 1898 Wayland to David Oscar Riley. he died July 1942. Survived by daughter Eva Fish Washington son Charles F Riley Avon NL and several grandchildren.
Chicaqua families will attend a family night at the Izaak Walton League chapter Monday to view the film Rainy Lake. A potluck supper begins at 7 p.m. in the club house, with secretary Henry Roland noting 136 members have signed to date.
Washington public library staff hosted a dinner for Asst. Prof. Clyde Greve from State University of Iowa. He will spend a week this summer surveying books facilities and services and may bring students to help count and classify holdings. The goal is to assess fit for community needs and suggest improvements.
Funeral services were held at Peterseim Funeral Home Kalona for Milton C Slaubaugh 7. Burial was at East Union Cemetery. Slaubaugh took his own life by hanging at his home Tuesday.
Geneva dispatch reports the United States and the Soviet Union reached an agenda for disarmament talks opened in March 1962. Soviet Deputy Foreign Minister Valerian Zorin signaled a shift to a stage by stage process and a more flexible stance on destroying outdated bombers. The move raised Western hopes that the bomber bonfire proposal may be adopted, though officials warned against assuming immediate accords.
Senator Barry Goldwater says he has 19 more pledged delegates than the 655 needed to clinch the Republican nomination and would feel safer with 30 to 100 more. An UP tally shows 658 delegates committed or pledged to him, while rival William Scranton holds 123. Goldwater seeks Scranton’s support as a potential vice presidential pick and draws backing from several House Republicans warning a GOP ticket under his leadership would aid congressional races.
A New Jersey woman Willimina Anderson 29, ordered by the state Supreme Court to undergo blood transfusions for her unborn child, has disappeared from Fitkin Memorial Hospital. Ernest Kovats assistant administrator said authorities have not located her for several days as hospital and relatives search.
Partly cloudy and windy with scattered thunderstorms moving across Iowa tonight. Hail risk and gusty surface winds accompany the storms during the evening, then cooler conditions settle in. Friday brings partly cloudy and cooler skies with lows around the upper 40s northwest to near 70 southeast and Friday highs in the 70s. Saturday looks cloudy with scattered showers and highs from 68 to 78.
