Iowa AG Rules Shaff Reapportionment Word Proposes No Magic
Atty Gen Evan L Hultman ruled the Shaff reapportionment plan may use proposed rather than adopted in a constitutional amendment. He said there are no magic words and the Legislature's action clarity matters more than exact wording.
