President Johnson praised the 116 billion tax cut as a historic victory and urged a quick conference with House tax writers. Senate approval was 77 to 21 as negotiators planned talks Monday to harmonize the House and Senate versions and sign into law by March 1.
White House sources describe President Johnson as determined to prevent Fidel Castro from again cutting Guantanamo's water supply. Johnson met with top advisers to weigh Castro's moves after Cuban boats entered U.S. waters and the water cut incident. The plan includes self-sufficiency at Guantanamo and reducing Cuban workers, with Navy measures to keep dollars on base.
Washington reports that under President Johnson's orders Defense Secretary McNamara directs new fresh water sources for Guantanamo Bay and reduces Cuban workers to sever Cuban influence. The aim is to cut off Cuban payments and prevent future reliance on Cuban water supply, denying the Cuban economy about 168000 dollars yearly.
Gary Murphy Kalona will depart for New Zealand in September. George Graves Harlan heads to France and Mauidee Hunter Gowrie to Sweden. Over 100 U.S. youths will become grassroots ambassadors to 31 countries, living abroad four to six months.

Funeral services for Mrs. Grace Winters who died Friday afternoon will be at 2 p.m. Sunday at the Cottonwood E U B Church with Rev HR Dymale officiating. Burial follows at Cottonwood Cemetery, Zehr Funeral Home in charge of arrangements.
UPI reports Judge Joe Brown will reserve nearly all seats in his Dallas criminal district court for the press during the Jack Ruby trial with no TV broadcast or still photography. A venue hearing is set for Monday ahead of potential Feb 7 start. 24 seats go to national press, 6 to international reps, 15 to local media, 2 to state media, and 1 to an artist.
Norvert Hatting 20 of Ashton was found shot to death in his wrecked car near Sheldon after a Friday night crash. Authorities say the slaying may have been staged as an auto accident and two people were reportedly in custody with a third sought. Sheriff Howard Tiemens said the body was in the car off the road, and officers from Sheldon and the state bureau of investigation joined the probe.
Dutch Prime Minister Vic tor Marijnen said a reported engagement between Princess Irene and French Spanish royal descendant Prince Carlos appears correct though official word waits for Irene’s return from Spain where she has been in Catholic conversion withdrawal.
A packing house worker William A. Leedom, 52, was found dead with two bullet wounds in the right temple in his Sioux City home. An autopsy was ordered by Woodbury County medical examiner Dr. Thomas Coriden. Leedom apparently had been dead since Monday night. A 22 caliber rifle with telescopic sights was in his lap. Two notes dated Sunday and Monday were found. contents unrevealed. Leedom's wife was in Davenport and officials sought a son. Police found the body seated in the living room with doors locked and lights on.
A 58 year-old Dubuque man, Francis Rafferty, was found dead at his home early today with hands, feet, and legs bound by adhesive and electrical tape. The cause of death is undetermined, but authorities suspect robbery. The sister who lived with him discovered the body shortly after midnight.
Washington Cub Scouts observe Scout Week from Feb 7 to 13 with events led by Cub master Rodney Davison. Boys will wear uniforms to school and attend church in uniform on Sunday Feb 9. A window display at Western Auto showcases achievements. A Blue and Gold banquet is planned Feb 27 at the Methodist Church for all Cub Scouts and parents.
Ghana announces expulsion of six academic staff from Ghana University after CPP led demonstrations. Among those expelled are a prominent American dean of law and the British Anglican chaplain. The government cites subversive activities prejudicial to the state and says their presence was not conducive to public good.
Reports say Somali and Ethiopian forces fought at the Tug Uagiale border post as Ethiopian planes machine-gunned the position after mortar bombardment. Somalia declared a state of emergency and filed a formal protest, signaling the gravest clash since 1960.
United Press Intert reports a partly cloudy period tonight into Sunday with scattered light snow in the south tonight and in the extreme southeast and east central areas on Sunday. Expect colder conditions tonight and Sunday across most of the state with subzero lows in extreme northeast and northwest, and 5 to 10 below in the extreme south. Highs Sunday range from 5 to 10 above zero in the northeast to 20 to 5 in the southwest.
Des Moines interview with Gov Harold Hughes criticizes inefficiency in civil service and urges reform. He favors a cabinet system, longer term with two terms, and regular party turnover to inject new ideas. He argues federal waste from inefficiency and stresses oversight of state employees.
