Turner Opposes Four Year Team Gov Plan As Unconstitutional
DES MOINES UP I Atty Gen Richard Turner says a proposed constitutional amendment to elect governor and lieutenant governor as a team for four year terms is unconstitutional, since it combines two separate aims. Gov Hughes urges proceeding, notes potential court challenge, cites past AG opinions and a 1905 Iowa Supreme Court ruling on separate submissions. If the measure clears this session, voters face a two year delay and a fresh two amendment process.
