Hughes attacks Shaff plan amid reelection push
Democratic Gov. Harold Hughes criticized the Republican dominated Iowa Legislature for adopting the Shaff reapportionment plan and defended his nomination of Robert C. Barry to the Highway Commission. He indicated he would campaign personally to defeat the plan at a December 3 special election, while noting Barry’s 1961 conviction appeal and the incident involved temporary license plates. Hughes, weakened by flu, said big-city turnout could decide the measure and repeated opposition to the plan, promising no new liquor enforcement raids unless local officials fail to act.
