DES MOINES UPI Gov Robert D Ray proposal to cap local spending and curb property taxes failed in the Senate first test. The tough plan set an 86 percent ceiling on annual increases for two fiscal years amid debating amendments and party-line defections.
DES MOINES UPI says the 1977 budget would raise school lunch costs by at least 23 cents and possibly end federal subsidies except for needy children. Vern Carpenter notes the plan would scrap current Iowa child nutrition programs unless subsidies target only the needy.
Drake University's College of Fine Arts hosts the fifth annual Jazz Friday and Saturday February 1914 at the Harmon Center. More than 40 high school stage bands from Iowa attend. Ferguson's and Shaughnessy’s ensembles perform 7:30 and 9:30 p.m. Friday and Saturday with both concerts sold out. Washington High School joins regional bands from Columbus Community and Fairfield.
A massive pre-dawn quake in Guatemala raises the death toll toward 2000 with 1500 to 2000 people seriously wounded and 15,000 injured. Rescue teams report towns buried under rubble as hospitals overflow and aid slowly arrives from regional nations, with a US disaster team assessing the damage.
The Iowa Public Employment Relations Board ruled that only subjects defined by law may be mandatory bargaining items. In Bettendorf and Dubuque disputes, non mandatory topics such as pupil-teacher ratios and teaching periods were deemed non binding, with boards free to bargain permissive subjects or not.
A blustery snowstorm disrupted travel from California to Illinois and beyond as warnings issued for Arizona mountains and watches for Indiana Wisconsin and Ohio. The system dumped up to eight inches in Sierra foothills near Reno and six inches in Fort Collins while Colorado drifted with winds and Idaho Montana saw hazardous driving. Farmers welcomed rain in Southern California while commuters faced crashes and standstills on slick freeways as drought relief hopes grew.
Jane Shepherd Zielstorf of Washington announced candidacy for the Washington County clerk of court in the June primaries. Appointed to fill a vacancy, she aims for a full four year term after the general election. Zielstorf has 10 years in the county court office and 23 years in private business, is Mediapolis native, resident of Washington for 17 years, and mother of four. she and husband Wayne live at 715 N Eighth Ave.
Forecast notes a cloudy and cold night with a chance of light snow and lows around the freezing point. Friday brings partly cloudy skies and cold conditions with highs near 15 to 20. Measurable precipitation probability stands at 20 percent tonight.
An organized recreation program will run four Saturdays in February from 1 30 to 4 pm at the Brighton School gym. Forty five youngsters in grades one through six have signed up. Themes include Olden Times Valentines Paper Day and Hobo Day. Julia Gamon directs with a staff of volunteers handling refreshments crafts games and songs. Supervision by Daryl Richardson and spouse. Sports by Greg Hagensick Owen Gamon Activities by Julia Gamon and Barb Frazer. Participants will rotate through all activities across four sections.
