Tragic Waterloo Crash Claims Family of Seven
A west Waterloo crash on U.S. 20 killed seven, including Everett G. Horner and his family. James Kendall, 5, died later at Sartori Hospital, the sole survivor. The Horner couple, their daughter and son in law William Edward Kendall of Denver, and two Kendall children perished. The truck driver Lester Stafford from Versailles, Missouri, survived with minor injuries. Police and witnesses described a weathered slide on snow wet pavement. The incident raised Iowa’s 1964 highway toll and involved Iowa National Guard wrecker removal.

Des Moines UPI reports the Governor's Commission on State and Local Government was asked to recommend a state income tax withholding system and a single tax administrator to head the three-member State Tax Commission. The panel outlined proposals on exemptions study, an intergovernmental public agency, and a long-range economic planning committee ahead of the 1965 Legislature. Park Rinard chairs the Commission with about 100 officials. The plan faces Democratic backing and opposition from Tax Commission chair X. T. Prentis who fears a one-man administrator would become a dictator. The panel also considers itemized local tax allocations and a statewide planning body to coordinate efforts across government levels.

Loot Armored Truck in Chicago Robbery
Three gunmen looted a Brink's armored truck of about $223,000 after ambushing priests at Divine Saviour Church in Norridge Illinois. They wore Halloween masks and fled in the truck to West Lawn Cemetery. The Brink's driver was struck, restrained, and the truck was emptied.
