A special study commission urged immediate readmission for 121 cadets ousted over a cheating scandal at the U S Military Academy. It called for reform of the honor system with alternatives to expulsion, especially for younger cadets, and endorsed keeping the current code.
Partly cloudy tonight with a low in the upper 20s. Friday will be sunny and warmer with a high in the upper 40s to low 50s. Winds will come from the west at about 10 mph tonight.
City Water Supt. Marvin Glandon announced a 6 p.m. shutoff on Iowa Avenue from Jefferson to Third Street, Main Street from Iowa to Second Avenue, and Jefferson Street from Iowa to Second Avenue to repair a broken main. Crews aim to restore service as soon as possible tonight.
The Washington County Compensation Board approved final salary increases averaging about 7 percent for elected county officials including the auditor clerk of court treasurer recorder sheriff and attorney. The Board of Supervisors may approve or reduce but cannot exceed the board’s schedule, with increases effective July 1 1977.
Gary Gilmore, on Death Row in Utah, tried to kill himself with an overdose and was found unconscious at 9:20 a.m. He was rushed to University of Utah Hospital in Salt Lake City in critical condition but is expected to survive. Deputy Warden Leon Hatch said the doctor reports a good response and no imminent death. Authorities are assessing how the drugs were obtained.
President-elect Jimmy Carter named Georgia congressman Andrew Young, a civil rights veteran, as U.S. ambassador to the United Nations. Carter hinted at adding Charles Schultze and Zbigniew Brzezinski to top advisory posts as he faces cabinet selections and Senate approval hurdles.

Washington County Hospital's Board of Trustees approved a set of personnel policy changes effective January 1, adding an eighth paid holiday Easter Sunday, two or more extra vacation days for long service, a 10 cent increase in night differential pay, bi monthly payrolls, and sick leave starting after three months. The package costs an estimated 14531 annually and responds to nine major employee demands. The board also noted 13 empty LTC beds amid low patient load and announced changes in leadership with Keith Vetter set to replace Dean Edwards at the January re organization.
At a 13 nation ministers meeting in Doha, Saudi Arabia's Sheikh Ahmed Zaki Yamani walked out amid a push for a 15 percent oil price increase and a six month price freeze. Other ministers hinted at crisis within OPEC as talks resumed without Yamani. Amouzegar defended 15 percent as affordable for developed economies while pledging aid funds for underdeveloped nations.
Iowa officials probe the stabbing death of Kevin Senyard a 15 year old Harlan Junior High student whose body was found in a shed on the Arlo McDowell farm north of Kirkman. An autopsy pending with three puncture wounds noted and exposure as possible cause. Authorities joined by the Iowa Bureau of Criminal Investigation pursue few leads in the case.
In Chicago at O'Hare Airport thieves stole a car containing bonds valued up to eight million dollars. They stripped the car to the frame but left the attache case with securities intact. Police recovered the vehicle parked on a city street and continued to search for the missing bonds.
