Warning to NATO Cites China threat
Defense Secretary McNamara warned NATO ministers that Communist China could stockpile nuclear weapons and deploy missiles within two years. He estimated China may test with small fissionable material, build medium range missiles by 1967 and intercontinental missiles by 1975, and possess 2.3 million troops with a large air force largely aging. He warned the Chinese threat looms over India, Vietnam, Laos and could fuel guerrilla warfare abroad.
