Robin J. Hampsner af Washington was not in possession of marijuana as earlier reports claimed. A sheriff's deputy arrested two men for possession of a controlled substance. officers found a substance believed to be marijuana in the other man’s car. Chemical analysis is underway.
Marianne Ferguson of Washington was sentenced to up to ten years in the Women's Reformatory at Rockwell City after pleading guilty to uttering a forged instrument. District Court Judge Harlan W. Bainter imposed the sentence following the guilty plea to forging a $35 check.
Mahaska County authorities found 48 year old Charles E. Moore and his single engine Cessna in a field south of the Mahaska County Home. Moore was vice president and sales manager for Dakehart Hughes Tractor in Des Moines and reported trouble controlling the plane near Ottumwa at about 5 30 p m Thursday before radar contact was lost. A search began Thursday evening across Davis and Wapello counties.

The Senate cleared a bill offering nondiscriminatory trade terms to the Soviet Union in exchange for freer Jewish emigration, with a 77 to 4 vote. An 88 to 0 amendment by Sen Henry M Jackson ties most favored nation status to Russia’s emigration doors, and Congress can revoke it after 18 months if dissidents are not allowed to leave. The package also creates an East West Trade Review Board and caps Soviet credits at 300 million dollars.
The State Board of Regents approved a 47.5 million merit pay plan for 8,329 nonacademic workers across ISU Iowa State University U of I and two others, with an average 13 percent raise for 1975-76 and an 8 percent across the board plus 5 percent merit component. The plan goes to the 1975 Iowa Legislature for action.
DES MOINES UPI A three independent investigators team from the American Correctional Association will begin a week long evaluation of Fort Madison State Penitentiary. The panel includes Sanger Powers Ellis MacDougald and Jack Young and will review administration treatment and security. Commissioner Kevin Burns said the probe will be thorough and unflinching and seek any rehabilitative and safety improvements.

Holland a longtime banker and former Iowa Bankers Association president died Friday December 13 1974 at Washington County Hospital after an extended illness Born in Morning Sun February 16 1902 he began in Wyman and Burlington and settled in Washington in 1932 He helped organize Washington State Bank and served as officer or director until his death He held prominent roles in Kiwanis Masons and church work and was active in banking groups including president of the Washington-Louisa Bankers Association and Group 11 chair for the Iowa Bankers Association Burial at Elm Grove Cemetery Funeral services set with Masonic and Kiwanis participation noted.
Iowa energy official John Millhone urged a national energy conservation program and steps to reduce foreign crude reliance to avoid dollars flowing to the Arab nations. He joined Gov Ray and others in Washington for talks with federal energy chief Frank Zarb about voluntary conservation measures and limiting oil imports.

The Iowa Taxpayers Association urged the 1975 legislature to approve a tax refund credit or income tax reduction to return part of the surplus to taxpayers. It cited a $207 million surplus last June with year end projections near $198.2 million. The group supported 1974 measures to remove sales tax on food and drugs, boost inheritance tax exemption for widows, and raise the optional standard deduction, noting these cut about $35 million this year and about $40 million annually next biennium while the surplus continues to grow.
